When I was in Jerusalem there were amazing shops with the prettiest skirts I've ever seen. If you look for it, you will find some very high-fashion modest clothing.

Also, skirts are very easy to make, if you want a unique look. How to dress in style but still modestly by Jewish code?
Try knee socks and leg warmers, layering works as well. Sleevies are sold to convert short sleeved tops to as you put it 'code', sold in many colors to match or contrast.Try entering 'Tznius' in a search engine, or 'modest clothing' . There is a site that lists the sites of all kinds of modest wear, from snoods to formal wear.I think it is: modestclothing.com but don't hold me to that.
I know my wife wears a long-sleeved undershirt and then puts what she wants on top of that.

Pants is a problem though.
