i am making a 1950 dress like

but I do notwant to wear a hoopskirt or a big net petticoat under it. what else can i wear to make the skirt look fuller?How can i make a 1950 style dress with a full skirt without the netting?
isn't there puffy layering stuff you can buy that is much more fluffy and light than a hoopskirt?
